The City of Toronto's Shelter, Support and Housing Administration division (SSHA) has developed a Harm Reduction Framework to support the removal of barriers to housing for people who use substances. This document is to provide services directly operated and funded by SSHA with:
a clear understanding of harm reduction and its relationship to SSHA's Housing First approach
an approach to harm reduction that improves and contributes to housing stability
guidelines to integrate harm reduction into policies and programs, supporting client choice
communication of service expectations to clients, board members, peer workers and staff
a resource to guide program delivery, staff recruitment and training
