The City of Toronto's Shelter, Support and Housing Administration division (SSHA) has developed a Harm Reduction Framework to support the removal of barriers to housing for people who use substances. This document is to provide services directly operated and funded by SSHA with:

  • a clear understanding of harm reduction and its relationship to SSHA's Housing First approach

  • an approach to harm reduction that improves and contributes to housing stability

  • guidelines to integrate harm reduction into policies and programs,  supporting client choice

  • communication of service expectations to clients, board members, peer workers and staff

  • a resource to guide program delivery, staff recruitment and training
